Seems like a basic feature to introduce. A dedicated server can assign someone as acting as the host, with access to options and the kick feature. And it can be passed from user to user. Is that possible? Is it lame?

Not lame at all. I run a server for my friends to play on when I'm not playing, and it sucks when abnoxious lil rats join and start team killin, shootin off at the mouth, and use AR.
Dedicated servers are a haven for these lesser life-forms, as there's nothing that can be done to prevent or restrain them. Server hosts should definitely be able to set basic admin controls to the person(s) they choose. This feature alone would prevent many of the negative experiences that XBL players have to put up with on a daily basis, as the rats would be quickly kicked and problem solved.
Fortunately, my server is better than most, as typically I have r/l friends playing on it, so they just call me up and ask me to kick so-n-so, but it's troublesome and gets annoying when they gotta call me 23 times an hour (not exaggerating, lol). It'd be so much easier to just assign them admin controls.
I doubt it'll happen for this game, but hopefully Ubi will take heed and implement this feature in their future XBL games.

ya this would be a great idea you should report this idea to the mods so they can talk to the programers and try in get it in a patch soon it would be a great idea

Yeah that sounds as though it would be a good addition.
On a similar note I was thinking the other night that it would be nice for the host of a non-dedicated server to be able to pass the host to someone else.
This is only a small thing but it means that if someone has to leave a room that you are a host of, and everyone else is staying they end up having to create a new game and then invite all the others back to a game that they have alreadt loaded.
