It is kinda misleading yes, but they're talking about 17 levels divided into the 8 missions:

Dili - 2
Paris - 2
Train - 1
Jerusalem - 3
Kundang - 3
Komodo - 2
Jakarta - 2
LAX - 2
= 17 levels
