Cntl+Backspace will turn on your frame rate display. Cntl+Backspace again and it will show more detail. Cntl+Backspace a 3rd time and it will shut off the frame rate display.

About the only way to alter the frame rates is to change the graphics settings. For example, you should see higher frame rates with graphics set to LOW instead of MEDIUM.
Another example - With MEDIUM graphics settings, try setting Water Quality to LOW. You should see some improvement in FPS doing that.

Dell 4400 2.0Ghz 768MB DDR PC2100 RAM
80GB Maxtor 7200RPM 8MB Cache
WinXP Home SP1 DX9.0b VirtMem 4GB min/max LO ver 1.01
Saitek X-45 TrackIR2 ATI9600XT CAT 3.10

and to elaborate on what is FPS ... it is short for frames per second (a frame being an individual picture of what is going on in the game) a descent FPS is around 20 and up but you will notice in Lock On that when the action heats up (a lot of fires, smoke, flares etc) frames can drop to a meagre 5 or so which makes the game like a slide show and impossible to play ... lower settings on your video card (found in display properties) can also improve frame rates along with Whiskey's example above.
