I actually did a search on Tom Clancy's books recently, but didn't find it. I'm not sure if there ever was an actual one named "Splinter Cell". The only game referring book I found was Rainbow Six.
But what I think, is that Splinter Cell is based off of some events or characters in one of Clancy's other novels.
Ever since I started playing Splinter Cell: Pandora Tomorrow on MultiPLayer 3 days ago, I have learned only one thing; the world is full of *******s.

I believe I read somewhere that the original Splinter Cell was a storyline extension of Clancy's "The Bear and the Dragon", which also dealt with a nuclear arms crisis between the U.S. and China.

Splinter Cell and Ghost Recon have no connection to Tom Clancy books. Just his name, stating that it is a realistic experience.

From what I've read of Clancy's books (seven total), there's nobody and nothing (event-wise) related to them in either SC. I mean, of course, Fisher might remind you of Mr. Clark at times, but Clark is about 55-60 (if not more) years old by the time the SCs take place... So that leaves him out.
And kids, R6 wasn't the only game-ified Clancy book. It was the first one to be released alongside the game, that is true. But Hunt for the Red October, SSN, Politika and Red Storm Rising (okay, so it's not an actual Tom Clancy game as it was made by Microprose, I think, but the idea stays) came out long after the books made it to the store shelves.

Fisher reminded me more of Ding than anyone else.

Okay, so I forgot Sum of All Fears. Let's say my excuse is that I am yet to find and read this book and that the reviews the game got didn't strike me as praising so I didn't risk my health playing it.
And yeah, book-wise, Fisher might be reminiscent of Mr. Chavez... probably because of the guy that taught him his trade - yes, Mr. Clark. (I'm just a great fanboy of the book Without Remorse)

Think again on SSN. That was actually the "book of the game" rather than vice versa . Clancy himself had a significant interest in Red Storm at that time, of course, and did actually contribute towards the plots, not to mention doing at least one video intro as I recall.
