defence ministry north wing

Hi, I am stuck in the defence ministry court yard. I am supposed to enter the north wing, but I have no bullets and cant get past the gaurds. Where am I supposed to go to get into the north wing. i went into the room that the gaurds came out of but all thats in there is a vending machine and a lever which i pushed and nothing happened?. Please help?. Thank you.
