You have to buy Frontpage, but Frontpage 2003 is worth every penny.

Netscape composer is surprisingliy good and easy to use. Plus it's free and that's the most important thing.

HTMl is really easy to learn. You literally learn it in a week or less! Once you learn the tags its incredibly simple. Javascript is more difficult though but i would imagine you could learn most of it pretty quick. You'd have to be very brave to try to take on Java though!
