Of course the highest players shouldn't be at 1500, it says itself. But since everyone starts with 1200 it takes time to build the rating. But as more new people are comming into the game, more rating points are also. This means that currently there are about 1000 players who all started with a rating of 1200. That is 1000x1200=1200000 rating points that are shared between the players. The better players will have a higher percentage of the total rating points. And as new players are comming into the game they also come with an additional 1200 in rating that will go into the total rating, The strong players will still have the same percentage of the points but as there are comming more points in the game their rating will also increase by itself.
Basically: More players = More rating points = Higher rated top players.
At least this is how I think it works.
It is quite hard for a 2400+ player to get there from 1200 when all his opponents are below 1600. He will get there, it just takes some time.
